docs: port plan: where autobahn runs

Phase 1g's conformance gate runs as a sai task on the Debian 13 builder
that already has Docker, with upstream's autobahn-testsuite image pinned
by digest: wstest is Python 2 only, and the image is how upstream runs
it.  Exclusions start from C's two, each with its reason.
